Is it okay to be in a relationship with someone before marriage and not having sex in islam ?

if the relationship is going to end up with marriage , it is ok , but it must not be for so long though , like more than a year or some , and there is always engagement , it is totally halal and it can last as long as it takes , it can last for several years , but sex before marriage is totally haram no matters what , whether you were engaged or not.
but if it is not going to end up with marriage , then this relationship is haram , only friendship or a work partnership “a relationship with no emotions involved” is allowed .
